The Government of Indonesia has announced adjustments to the phased implementation of mandatory halal certification requirements, extending compliance deadlines for several product categories from October 2026 to October 2028.
The announcement was made by the Coordinating Ministry for Economic Affairs on 16 October 2026, following an evaluation of industry readiness and feedback from business associations and other stakeholders.

What are the key changes?
Under the announced amendments to Government Regulation No. 42 of 2024:
🔹 Mandatory halal certification for imported food, beverages and certain slaughter-related products and services is scheduled to begin on 18 October 2028.
🔹 The certification phase-in period for food and beverages produced by micro and small enterprises will be extended until 17 October 2028.
🔹 Additional preparation time will be provided for several other product categories, including cosmetics, natural medicines, health supplements, chemical products, genetically engineered products and certain consumer goods.
The Government also announced plans to adjust implementing regulations and revoke BPJPH Regulation No. 4 of 2026 concerning conformity verification of imported halal products.
Â
What does this mean for businesses?
The announced adjustments provide additional preparation time for companies to align their certification processes, strengthen supply-chain compliance and prepare for Indonesia’s halal regulatory requirements.
For international businesses exporting to or operating in Indonesia, understanding the applicable certification requirements remains essential.
Importantly, the announced extension applies to specific product categories and does not eliminate existing halal certification obligations.
The final legal amendments and subsequent implementation guidance should be consulted to confirm product-specific requirements.
SwissCham Indonesia will continue monitoring regulatory developments affecting the Swiss-Indonesian business community and sharing relevant information to support regulatory awareness and business preparedness.
