Indonesia’s Ministry of Trade has introduced a new framework for the import of certain used electronic goods for industrial processing in the Batam Free Trade and Free Port Zone (KPBPB Batam).
Under Minister of Trade Regulation No. 23 of 2026, a total of 136 HS tariff lines of used electronic goods may fall within the framework, which will take effect on 9 October 2026.
Key requirements include:
🔹 NIB functioning as API-P
🔹 Import Approval (PI)
🔹 Surveyor Report (LS) and technical verification in the country of origin
🔹 Monthly import realisation reporting through SINSW
🔹 Compliance with applicable environmental and waste-management requirements
An important restriction is that goods imported under this framework are intended specifically for industrial processing within Batam and may not subsequently be moved into other parts of Indonesia’s customs territory.
The regulation may be particularly relevant to companies active in industrial electronics, machinery, recycling and circular economy, industrial components, logistics and technology hardware, as well as suppliers to manufacturing operations in Batam.
For affected businesses, early review of HS classifications, licensing requirements, import documentation and supply-chain arrangements will be important to ensure smooth implementation.
