REGULATORY ALERT: Indonesia Confirms 18 October 2026 as Halal Certification Deadline

The Government of Indonesia has confirmed that the next phase of mandatory halal certification will take effect on 18 October 2026, in accordance with Indonesia’s halal product assurance framework.

The implementation is based on Law No. 33 of 2014 on Halal Product Assurance and Government Regulation No. 42 of 2024 on the Implementation of Halal Product Assurance.

In an official statement on 8 October 2026, the Coordinating Ministry for Economic Affairs confirmed that implementation will proceed from 18 October 2026. The Government is also preparing additional technical provisions to provide further guidance on implementation, including the phasing of requirements, support for micro and small enterprises, and arrangements concerning certain consumer goods.

 

Implementation from 18 October 2026

According to the Government, mandatory halal certification will officially enter its next implementation phase on 18 October 2026.

The Government has also specifically confirmed that this phase includes Class A medical devices, alongside other product categories covered under the applicable halal product assurance framework.

The precise application of halal certification requirements depends on the relevant product category, business activity and applicable implementation schedule under the prevailing regulations. Businesses should therefore refer to the official regulatory framework and subsequent technical regulations when assessing the requirements applicable to individual products.

 

Additional Technical Regulations Under Preparation

To support implementation, the Government and BPJPH are preparing further technical regulations in the form of regulations issued by the Head of BPJPH.

According to the Coordinating Ministry for Economic Affairs, these provisions are expected to address areas including:

  • implementation stages;
  • arrangements supporting micro and small enterprises; and
  • further clarification regarding certain consumer goods.

The Government indicated that the technical regulations were targeted for completion by 11 October 2026, allowing the provisions to be communicated to businesses and relevant associations ahead of implementation.

The final provisions should therefore be referred to once officially issued.

 

Relevance for Swiss Companies

The development is relevant to companies manufacturing, importing, distributing or placing products on the Indonesian market that fall within categories subject to halal certification requirements.

This may include companies operating in areas such as:

  • food and beverages;
  • ingredients and consumer products;
  • healthcare and life sciences;
  • medical devices;
  • cosmetics and personal care;
  • chemicals and related products; and
  • manufacturing and distribution.

For international businesses, including Swiss companies supplying products to Indonesia, the halal certification framework may also involve coordination with Indonesian importers, distributors, authorised representatives and other local business partners.

Requirements concerning products manufactured outside Indonesia should be assessed in accordance with the applicable regulations, including provisions relating to foreign halal certification and recognition arrangements.

 

Indonesia’s Halal Certification Ecosystem

The Government continues to expand Indonesia’s halal certification infrastructure.

As of October 2026, approximately 4.4 million halal certificates had been issued covering 14.68 million products from 3.47 million business actors.

Indonesia has also established halal-related Mutual Recognition Agreements with 39 countries, supporting international cooperation within the halal certification ecosystem.

The Government has stated that implementation of mandatory halal certification will continue to be accompanied by institutional development, human-resource preparation, supporting systems and further evaluation as the framework is implemented.
